    Fifa ethics investigator Michael Garcia calls on the organisation's leaders to change its secretive culture - at a time when Fifa President Sepp Blatter is under fire for refusing to allow the publication of the American attorney's corruption investigation into the 2018 and 2022 World Cup bids.

    SOUNDBITE (English) Michael Garcia, Fifa ethics investigator:

    "The second element that is vital to fulfilling the promise of this reform process is one that I admit as a prosecutor I sometimes dismissed as a cliche but now on the private sector side understand to be crucial - tone at the top. More simply put - the second element an institution like Fifa needs in order to meet the challenge of ethics enforcement is leadership. An ethics committee, even a serious independent ethics committee back up by a strong code of ethics is not a silver bullet. What is required is leadership. Leadership that sends a message that the rules apply to everyone. Leadership that wants to understand and learn from any mistakes or missteps the ethics committee may identify. Leadership that makes clear to everyone - this is what we have set up the ethics committee to do, this is why they do it and this is what they have done. It's that kind of leadership that breathes life into a code of ethics. Because true reform does not come from adding rules or creating new committee structures. It comes from changing the culture of the organisation. That is the vision needed to light the path forward for ethics in sports.
