    The author of the report into the bidding process for the 2018 and 2022 FIFA World Cup finals said on Friday (19th September), at the FIFA Ethics in Sports conference, he wants the details of his investigation to be made public - despite the refusal from football's governing body.

    (On why he wants his report published):

    "This is, I believe, a very comprehensive report, a very detailed report. I've said publicly when I sent it over. There may be issues as to when particulars may be public and confidential information as we have with all law enforcement cases and issues, but as a general matter the more that is public and more that people can see what was done and agree with what was done or disagree with what was done, then those issues can be resolved and the organisation can move on."

    (On why the report needs to be public):

    "The goal has to be instilling confidence in the process beyond any particular result, beyond any particular case. The public, the stakeholders in this have to have confidence that the process is working in a fair way. It brings me to what is still missing here, why do we have something of a disconnect?"

    (On his experience with the U.S. Attorney for the Southern District of New York and why transparency is important to get the public's confidence):

    "I doubt that we would of enjoyed that confidence if we couldn't announce who had be charged with what. I doubt we would of enjoyed that confidence if the only record of the proceedings would have been a name or a sentence. So that the press release would read 'Joe Smith was sentenced today to 20 years for violating United States code 1922. There could be little support fro ma public that was so little informed."

    (On if the Garcia report should be made public):

    "From our point of view the report should be published in whole and if there's any issues of data protection then FIFA would have to explain it in very detail why parts of the report can not be published, but we think everything should be published."
