"The best for us, for FIFA would be that all the payments are going through FIFA, that all the money which is involved in a transfer is going through FIFA. But that's something you cannot do, because we are not a bank and we cannot become a bank. Could we find a partner to do that, I don't know, that's a discussion we have internally."

"I mean as long as we are not in full control and as long as you can have parties which are part of a transfer without directly being involved - I mean the two clubs or the player - I would agree with you there is a grey zone and where it leaves some room for things to happen and not exactly as we will all wish for things to happen."

"So there is still work to do in order to make sure that a transfer is perfectly transparent and that you know exactly the money paid and the money received by the different parties being involved in the transfer. But I tell you it's something we are working on, our legal committee is working on, our legal department is working on and it's not a closed case. I'm not talking because today is this Neymar story coming out, I mean it is something that we are working on for quite a long time and I hope at the next FIFA Congress, maybe it's too early, but that in the year 2015 at the latest we will have some solutions to solve this problem."
