SOUNDBITE: (English) Jerome Champagne, FIFA Presidential candidate (on potential changes in football refereeing):

"I advocated that football will introduce a system like in rugby - the captain only will have the possibility to talk (to the referee) in case of a problem, during a free kick the ball is moved forward by ten yards. It works perfectly in rugby. Sin bins are a solution because sometimes the referee thinks about a player that got a yellow card in the first minute and then commits something - the referee's only choice is not to give a second yellow because he knows it will be a red and the red will distort the match. Sometimes it has happened when a player who has got a yellow in the first half, scores a goal, takes the jersey off. We need to give referees a wider scope of possibilities. Of course if a player does something and deserves a red, he gets a red, but sometimes the referee could need an intermediate card - I call it the orange card and with the sin bin - second yellow you have pay, two or three minutes, next time he's off. Gradation of the sanctions because the referees need more possibilities to do what they're doing."
