  • IOC President Thomas Bach proposes an overhaul of the World Anti-Doping Agency's operations, including the creation of independent testing and professional intelligence-gathering units to avoid the type of scandals that have embroiled Russian athletics.

    "All officials, coaches, and entourages implicated in doping will be held responsible and sanctioned. All doped athletes will be sanctioned in accordance with the international anti-doping regulations. All clean athletes will be protected."

    "Just this morning president Zhukov (Russian Olympic Committee chief Alexander Zhukov) informed me about some first very important steps they have been undertaking in this respect to sanction the doped athletes, to protect the clean athletes and to have Russia being compliant with the international anti-doping regulation."

    "Sanctions would be pronounced only by CAS. In such a way also the system of sanctions would be centralised, be cost efficient and lead to harmonisation among all sports and among all countries."
