SOUNDBITE: (English) Isaiah Kiplagat, Chairman, Athletics Kenya:

"I have already issued new guidelines and statements that have been distributed to you people on how we are going to approach the issue beginning 2015, including having the biological passports, registering athletes, making sure that the agents follow the rules, disciplining or sanctioning the agents if they don't follow the rules, both agents, coaches and officials - we are going to take very stern action. Secondly, now that government has come in with the formation of ADAK, and this ADAK is like a national anti-doping agency that will work with us in carrying out the local doping control, where we will have the out of competition (tests), in competition (tests) - they supply the material, they do the investigations and they will work together to make sure that we achieve the results."

SOUNDBITE: (English) Isaiah Kiplagat, Chairman, Athletics Kenya:

"In accordance to what the rules are - I have the book here - as you know, punishment is now four years. So we are going to take stern action. First, if an athlete is found to be culpable of taking the drugs, he will be banned, of course in accordance with the new rules which extends to four years, agents will also be removed and they also must be sanctioned. In fact, for agents it's easier because if you are the one who injected or are found to have been contributing towards persuading the athlete to take, that is a criminal offence. Where athletes can get four years ban, agents can actually go to jail. So that is the action we are going to take."
