Nevertheless, Olympic and world champion Usain Bolt went to the Leme Beach on Friday to practice for the Mano a Mano Challenge to be held on Sunday.
A 100m track has been built at the beach fulfilling all IAAF federation rules.
If the wind doesn't have any adverse effects, timings from this event will be considered official by the sports governing body.
Earlier in the day, Bolt said he could run under ten seconds.
The world's fastest man also revealed he plans to retire from athletics after the 2017 World Championships in London, which would extend his athletics career by one year following a request by his sponsors.
The sprinter was expected to meet children from a favela at the event arena later on Saturday.
