The ex-PSG man has an £88m release clause but according to Sky Sports News, they Spanish club would accept £18m less.
But Spurs are still hesitant despite not spending a penny on transfer fees last season.
Lo Celso is said to be keen on a move to the Premier League and is eager to work with fellow Argentine Mauricio Pochettino at Spurs.
Spurs are reportedly still looking to do a deal for the 23-year-old and would likely smash their current transfer record - £38.4m on Davinson Sanchez - if they were to do so.
Lo Celso notched 16 goals and six assists from 46 appearances for Real Betis last season.
The Argentine is currently in Brazil representing his country at the Copa America.
And he is among a number of stars - including Duvan Zapata and David Neres - who could be playing for a Premier League move at the tournament.
With Christian Eriksen potentially on his way out and Tanguy Ndombele maybe on his way in - it will be interesting to see how Spurs might line up in midfield next season.
