Spurs boss Mauricio Pochettino hasn’t signed a player in the last two transfer windows but has drawn up a shortlist of players to sign this summer.
The Portuguese, 22, has been in outstanding form for Wolves this season scoring seven times in the last 14 games including a hat-trick against Leicester City.
Pochettino believes that Jota, who is under contract until 2022, could be the man to take some of the pressure off England hit man Harry Kane.
While Heung-min Son has shown his adeptness up top this term, his style is very different to the England captain.
Fernando Llorente is the chief back-up at centre-forward but did not impress during Kane’s injury absence at the beginning of the year.
Tottenham face a tough task negotiating with Wolves, who are seventh in the Premier League table.
The Molineux club are keen to keep hold of one of the most prized assets who has helped them reach an FA Cup semi-final.
Wolves have acquired several top-level players over the last two seasons in large thanks to Jorge Mendes’ relationship with the club, but do not want to lose their impressive core.

Jota signed for Wolves in January 2018 from Atletico Madrid, costing £12.6m.
Elsewhere, Pochettino may look to a former target in Aston Villa star Jack Grealish to bolster the midfield.
Villa may encounter penalties from the EFL for their financial ongoings and Spurs are looking to take advantage of the uncertainty in the Midlands.
The Lilywhites failed to sign Grealish for £30m last summer but Villa, who are facing £60m losses, are now facing the prospect of a points deduction for breaches of financial regulations.

But they could try and slash those losses by cashing in on their most prized assets, Grealish, who is still on Pochettino’s wanted list.
Former Spurs manager Harry Redknapp believes the squad is already equipped for the top-level, saying in February: "They’ve got a good enough squad [to win the title]. If you put all the names down in that squad, and go through them all - they’ve got a great squad.
"They’ve got four full-backs - take your pick - they’ve got fantastic centre-halves, they’ve got midfield players galore. People keep saying they need another centre-forward.
"Where are you going to get another centre-forward? Who’s going to come and be a number two? Because no one is good enough to take Harry Kane’s place. There’s no centre-forward around.”
