Newport must replace loan signing Antoine Semenyo at home to Port Vale.
Semenyo helped County earn an FA Cup fourth-round replay against Middlesbrough on Saturday before being recalled by parent club Bristol City amid talk of interest from Chelsea.
Cup hero Matty Dolan, who scored a last-gasp equaliser in the 1-1 draw at the Riverside, and Andrew Crofts are nursing hamstring injuries.
Fraser Franks (ankle) is likely to be out again as County wait on goalkeeper Joe Day, who missed the Middlesbrough tie to be with his wife who is expecting twins.
Struggling Vale are short of strikers, with manager Neil Aspin under increasing pressure after one win in nine Sky Bet League Two games.
Ricky Miller starts a three-game ban after being sent off in the weekend home defeat to Carlisle and Tom Pope misses out again with a hamstring problem.
Midfielder Ben Whitfield will also be sidelined for a few weeks with a knee ligament injury.
Wales Under-21 international Mark Harris, signed on loan from Cardiff, could make his first start against the club for whom he made 20 appearances in the first half of the season.
