Birmingham have Maikel Kieftenbeld available for the Sky Bet Championship game with Rotherham after winning their appeal against his ban.
The Dutch midfielder was sent off following an off-the-ball incident with Neal Maupay during the 1-1 draw at Brentford on Tuesday.
Birmingham appealed a three-game ban for violent conduct for the incident which was followed by the dismissal of manager Garry Monk, who is banned from the touchline for the visit of the Millers.
Birmingham are without long-term injury victims Isaac Vassell and David Davis.
Rotherham welcome back on-loan Zak Vyner who was unable to play against parent club Bristol City on Wednesday.
Rotherham hope to have Richie Towell and Kyle Vassell back from injury but Michael Smith, their only fit striker, has been playing with a groin problem.
Richard Wood is a doubt after suffering an injury in the warm-up before the 0-0 draw with Bristol City.
Sean Raggett, Jamie Proctor, Clark Robertson and Darren Potter are still out injured for the Millers.
