The multi-million pound campaign has reportedly been masterminded by Qatari opposition leader and exile Khalid Al-Hail.

He is said to be behind research studies and adverts all attacking the Gulf state.

The campaign also included two London conferences with politicians paid up to £15,000 to attend.

Billboards promoting England as stand-in hosts have appeared in London.

One shows a picture of the Union flag and a football with the words: “UK 2022. Why Not?”

At the same time reports suggested Qatar ran a “black ops” campaign to win the right to stage the tournament. Former Football Association chairman Lord Triesman said: “If Qatar is shown to have broken Fifa rules they can’t hold on to the World Cup.

"I think it would not be wrong for Fifa to reconsider England in those circumstances.”

The strategy is likely to be backed by other Middle Eastern states.

Saudi Arabia, the United Arab Emirates, Bahrain and Egypt led a blockade of Qatar last year.

They accused it of cosying up to Iran and supporting terrorism, which its rulers deny.
