Fekir has enjoyed a stunning season in France, scoring 23 goals in 39 appearances for Lyon.
The 24-year-old is attracting plenty of interest, with a host of top clubs across Europe said to be keen.
Reports circulated last week that Liverpool had already struck a £60m deal for Fekir ahead of the transfer window reopening.
The Liverpool Echo report that this is not the case and claim negotiations are yet to open between the two clubs.
But they add that Jurgen Klopp's side have kept a close eye on the midfielder this season and are interested in adding him to their attacking ranks.

The Liverpool Echo add that Liverpool are expected to spend big this summer to add some much-needed depth to their squad.
It is said that the Reds will have plenty of money at their disposal despite their recent expensive deals for Virgil van Dijk and Naby Keita.
The Anfield giants are expected to at least sign another defender and a new goalkeeper this summer.
A replacement for the recently-departed Philippe Coutinho is also likely depending on who is available in the market.
Liverpool, who beat Brighton 4-0 yesterday, are now gearing up for their Champions League final showdown against Real Madrid on May 26.
