The forward looks increasingly likely to leave Bayern Munich at the end of the season after seeing his playing-time drastically cut this season.
The 23-year-old, who recently returned to full fitness after a lengthy injury lay-off, was an unused substituted in Bayern's 1-0 win over FC Koln last Saturday.
He has only featured in 12 games in all competitions for the Bundesliga giants this season, scoring four times.
German outlet TZ claimed recently that Gotze, whose contract runs until the summer of 2017, will not be part of incoming Bayern boss Carlo Ancelotti's plans next season.
And it has been widely claimed that Liverpool are set to snap up the £31m-rated ace.
Gotze and Reds boss Jurgen Klopp enjoyed success together at Borussia Dortmund and could be set for a reunion at Anfield.
But now, according to Transfermarketweb, Liverpool will have to beat off competition from Premier League rivals Arsenal.
The Gunners could bring in the World Cup winner as cover for their own outgoing players this summer.
Theo Walcott, Alex Oxlade-Chamberlain and Tomas Rosicky are among those that could be heading out of Arsenal at the end of the season and Gotze would be an ideal replacement.
