The playmaker's contract runs until June 2017, but reports of interest from Italian champions Juventus and Premier League club Manchester City seem to have turned his head.
The 25-year-old responded to similar speculation in 2015 by signing a new two-year contract with Dortmund but is unwilling to make a similar commitment to the club this time around.
"There is still no decision, and of course, everything has to be considered very carefully, because your career is limited in time," he told Bild. "But to be honest, everything is still open.
"I know what I have at my club, and I'm not going to lose sight of. But again, a decision is definitely not made."
Gundogan has been a key member of Dortmund's midfield this season as the club has risen to second in the Bundesliga table under the tutelage of Thomas Tuchel.
Since moving to the Borussen from Nuremburg in 2011, the midfielder has claimed a Bundesliga title, a DFB-Pokal trophy and a DFL Supercup crown, as well as appearing in the Champions League final in 2013 which they lost to Bundesliga rivals Bayern München.
